i am thinking about creating a website but what is the best program to use?

It depends on your background, your goals, and how much you want to spend.

A lot of people (including myself) learned web design coding HTML by hand in a text editor; while a lot slower than using a WYSIWYG (what you see is what you get) editor, it gives you a lot of control and you know exactly what's going on.

For a basic website, there are tons of free or cheap WYSIWYG programs that will turn out a decent site without too much effort, although you're unlikely to get more sophisticated components (such as layers). One that I used (commercial, but I got it free with my web hosting) is NetObjects Fusion; it's fairly easy to use.

At the high end is Dreamweaver, which is very powerful but also has a fairly steep learning curve and is pretty expensive.

This answer will vary from person to person.

Personally, I use ASP.NET/C# and MYSQL database. I create my graphics in Adobe Photoshop CS.
In conjunction I also use CSS and Javascript with the HTML

I use visual studio express (free from Microsoft) to develop my C# code.

This depends at your programming capability.

if you know html, php, css then a simple textpad is best to write your code and done. i do this and it help to create clean code.

Other options are to use html editors like, frontpage, dreamweaver, or microsoft publisher....

You can also use already made web templates and just edit them to your needs.

If you are intrested to develop website, I recommend you to use frontpage editor and HTML as it is easy for you to develop the pages. If you want to develop advance page that can accept dynamic comment then it is better to you to use either ASP.Net or PHP

I found Dreamweaver too complicated. I switched to Microsoft Frontpage 2003 and it's much easier and a joy to use.

i've heard dreamweaver is really good. Or, you could check out an HTML book from the library & code your own. Oldschool :)
