But there have also been cases where, say, Chinese dissidents protesting in front of the UN wore masks to protect their families back home. You have a chance to write the law. What do you do?

I don't think it should be.
But, the courts have ruled that the public safety need of being able to identify potential criminals (if crimes are committed) outweighs the privacy interests of the individuals.
I don't agree with that decision, but it is the current law in the US.

What's the difference between protesting with a mask on and ranting and raving on YA with a fake name and avatar? Personally, if I feel strongly enough about something to protest or march in support, I would have no problem showing my face, but there are situations where other considerations (such as the Chinese dissidents you cited) come into play.
