For the ones not working, go to a home center and pick up a circuit tester (has a plug on it). Plug the circuit tester into the outlets that are not working to make sure they are in fact not working as opposed to wired incorrectly. Incorrectly wired outlets is a fire hazard.
Outlets that do not hold a plug should be replaced. Outlets are available at a home center for less than 50 cents each. Turn the power of to your outlets you are going to replace. When wiring the new outlet, make sure the black wires go to the brass screws, white wires to the silver screws and the green or bare wires to the green screw. Reinstall the outlet and turn the power back on. If you have purchased the tester mentioned above, plug it in and make sure everything is wired correctly.

Hopefully not, but yes they can. Ideally, the breaker would trip before the fire. If you have plugs that are loose when you plug things into them, it's time to replace them. They are really cheap to replace and you can do it yourself if you are careful.
Turn off the breaker to the receptacle, then remove the cover plate, and then remove the two screws holding the receptacle in the box. There will be a black wire on the brass contact and a white wire in the silver colored contact and a green or bare wire connected to a green screw that is your ground connection. Good luck

Yes they can if they are energized. Turn off the cicuit breaker / fuse until you replace the receptacles.
