I definitely think he does.
Romeo is a your typical teenage boy. He THINKS that he is in love with this girl Rosaline before she decides to pretty much become a nun. So Romeo being a teenage boy is heat broken over a crush and thinks that Rosaline is the ONLY one, and he will die before he falls in love with anyone else, etc. etc.
But you know that isn't true because that very night he meets Juliet.
Romeo's love for Rosaline was merely infatuation. Something that is very common for teens.
The deal is Romeo probably wanted to deflower this girl and was heartbroken when she swore to virginity. So the average teenage boy. Its written is big red letters.
He was hormonal, getting crazy boy desires and all that.
