Well that does depend.
Anyone who studies history knows this not a question that is ask for any sitting president.
Most of that work comparing presidents isn't done until they have been dead for a few years or out of office.
Need an example.
They consider Lincoln the worst at the time the democrats compare him to a monkey.....hmmmmmmm democrats compare Bush not to a chimp so who knows.
I know it is popular to say Bush but if you are talking rescent presidents I would give it to Clinton.
He and his gang took the DNC from the majority party to the minority party.
This nation now can consider sexual harressment in the work place OK and it is OK to smear the victims and use the powers of office. To obstruct justice and more.
It was cleaver a case that Paula Jones wanted to bring to bear on Bill turn into a story many believe it was about a BJ.

Jimmy Carter was pretty bad as a president; however, he's doing great work for Habitat for Humanity. He's a pretty good guy but he wasn't presidential material.
