Alot of younger girls the need to be attractive or cool outweighs being warm in a hat and gloves and a scarf.Its pretty ridiculous, i did the same thing, i didnt want to wear a hat because it would mess up my hair.its one of the dumb teenager phases you grow out of.

Sociologically speaking, one's taste in fashion is more a function of his/her idiosyncrasies (purview of psychology) than what the cultural norm - or the weather - may dictate.
And then of course, there's always the "teenage rebellion" answer.

Younger girls like to compete with each other too, they might feel pressured to look "good."
