Because they don't WANT him...
He's more effective as a "boogy man" still out there to keep the frightened sheep in the USA compliant and willing to accept ever more government power and loss of their rights and freedoms.
What would they DO with OBL?
If "The Great Decider" spends any time at all thinking about it (which I doubt) he probably has nightmares over the possibility. Imagine that some benevolent patriot were to capture and deliver OBL alive and unharmed to the authorities - right on the steps of the FBI building in front of 50 television cameras?
What WOULD they do? Put him on trial? Do they have any REAL evidence against him? Could they even convict him in a fair trial? Would some VERY embarrassing CIA or Bush family connections come out?
Or would it be an obvious kangaroo trial - an embarrassment like Saddam's trial was? Maybe they'd feign an escape attempt so that they could just kill him.
Nope - they aren't looking for him because they don't want him. Alive and free he's a propaganda asset - alive and captured he's a dangerous liability - and DEAD he's just -nothing.

They are not actively hunting for him because they likely already know his location. Killing or capturing Osama Bin Laden will not end the war on terrorism, but it would likely create a few thousand more terrorists. The military has to evaluate the outcomes of every action they take. Think about what would happen if we bombed Mecca. It would be easy to do, but would that win the hearts and minds of the Muslim people or start a third world war?

They are ....they are just doing it with covert operatives (spooks..CIA) and Spec Ops boys. Most of this acivity could not be done with any large numbers of US forces since it requires incursions into Pakistan. The Spec Ops boys are like ghosts and they slip over the Paki border without much fanfare.
You will wake up some morning to a front page picture of some Army Spec Ops guy dragging his dead lifeless body by his turban out of some cave.

He's somewhere in Pakistan. It would cause a nuclear war if we sent troops into that region... sooooo do the math.
And now Ferret has reserved the first answer slot on this question to provide a quote that if true would be on every news source on the hour every hour for Bush's entire presidency. Interestingly enough he has provided no proof of these shocking allegations. Could it be that the noble ferret is a liar?

They are, but he is probably dead and buried in a cave in Pakistan. Bin Laden has not posted any tapes or messages for several years now.

The real leaders of Islamic fundementalism admit that OBL is a small player. You catch him another rises in his place, with him alive and neutralized, no need to take his place. Whatever we know, it is fact that the man is on the run and nowhere near as effective as he was. The war is about the hearts and minds of Islam, spreading freedom to the oppressed is a far better weapon than catching one criminal.

Because Dubya said. "I don't know where bin Laden is. I have no idea and really don't care. It's not that important. It's not our priority. "

Because he is a CIA asset and was never wanted in connection to 911. We are in trying times and I pray that our leaders, whomever they maybe are trying to secure a positive future. We can only hope that the ends justify the means for 9/11 was an inside job.
