Its not against the law if you have a front bench seat. Most modern cars have buckets in which case it would be against the law because you are sitting on the gear shift and if you are doing that you have bigger issues anyway. Some examples of modern cars with a front bench seat are a Ford Crown Victoria and Chevrolet Impala. The best indication is how many seat belts there are. If there are 3 in front then you are good to go.

As long as there is three seat belts, then yes it is legal for three people to sit in the front seat. Now, whether you should or not...thats a different story.
