No, what he means is US forces have not completed training the Iraqi Security forces to the point that they can take over the security of their government.

If you read the link you will see that they have accomplished a great deal, and are fairly close to finishing their task.

Once the Iraqi Security forces take over security of Iraq, US forces will be pulled out of combat and will focus on working with Iraq special forces to go after Al Quaeda.

First off, we havent finished cleaning up the mess we made in Iraq and now that everything's run down, America wants to "help" rebuild their government for them and pose as a country thats trying to help them instead of a bunch of bloodthirsty murderers who are more concerned about oil and taking out "weapons of mass destruction." Like when was the last time you've even heard the phrase, "weapons of mass destruction?" in the history of warfare, nuclear weapons hav only been used twice, and guess who detonated them???

the soldiers do some construction labor, but mostly it is done by private contractors. rummy and company went hog wild unnecessarily blowing up everything early in the war, now we are trying to rebuild it. the military is using a lot of manpower guarding and protecting construction sites, while companies are robbing the US treasury doing shoddy work at ridiculous prices.

the" job is not done" remark was in reference to we havent killed all of the bad guys yet. and as soon as we figure out which ones are the bad guys, we will inform our soldiers.
