Texas had a president before it had a Governor it was it's own country for some time before it became a state in 1845
the first government of Texas was as follows

The first governer was James Pinckney Henderson.

Born in North Carolina, James Pinckney Henderson came to Texas just after the Texas War for Independence, serving in the Republic of Texas Army then holding several political offices including the first Governor of Texas. Henderson was instrumental in working to gain statehood for Texas. Henderson County, established in 1846, was named in his honor as was the city of Henderson in Rusk County
