Wow! I haven't thought of the series Charles in Charge in ages. In many ways, I would think yes, he was in charge...or at least he always thought he was. Just think how he always talked to Buddy.
Charles to Buddy: Oh, it's happened again that you forgot your brain under the pillow!
Charles to Buddy: Buddy, somebody has blowed up a candle in your head!
Charles to Buddy: If one applies your head to one's ear, one will hear the noise of the sea!
Charles to Buddy: Another pearl from that oyster you call a brain!
Charles to Buddy: Did your brain come preassembled or did you glue it together yourself?
Charles to Buddy: On the evolutianory scale you're just the small step above wood!
Charles to Buddy: I'm always asked, why are we friends... And I answer, it's because I'm not allowed to have a pet!
Charles to Buddy: Inside a cow's head, there's a brain the size of a walnut. Inside your head, there's a walnut the size of a brain.
Charles (Scott Baio) is a student at Copeland College, a live-in helper in charge of the Powell family. He's conscientious about his responsibilities and he's an excellent role model for his three teen-age charges. Plus, his school chum Buddy Lembeck (Willie Aames) is always nearby to pester him.
Charles is now in charge of the Powells and they have the same ups and downs and the same challenges and successes that all American families share. Mrs. Ellen Powell (Sandra Kerns) pines for her Naval officer husband. Her father-in-law, Walter Powell (James Callahan), is a former Navy man who's around to maintain order in Navy fashion.
The three kids are 15-year-old Jamie (Nicole Eggert), the glamour girl; 14-year-old Sarah (Josie Davis), the student of the family; and 12-year-old Adam (Alexander Polinsky), who is totally under the thrall of the charismatic Charles.
Plus the actor from the series, Scott Baio directed many episodes of the show and is credited with his full name Scott Vincent Baio. So as himself, Scott Baio was also in charge.
In the midst of everything, Charles maintains his role as philosopher and the unwilling arbitrator of everything from menus to social graces.

yes Charlie Watts, him? He's been the secret embasader of your house. At the wee hours of the night, Charles sneeks into your pantry and nibles on your prized cheese. He also takes all those little pickels that can be found at the end of the stairs.

No, I wouldn't say that he was. He tried to take charge, but it was the kids who were really in charge.
