Well VB.NET is easy and nice to start with. The advantage of VB.NET over PHP is that it can be used to build not only web applications, but also windows applications, windows services or web services.
Not only that, but by learning VB.NET you are learning to understand the .NET framework hence making it easier for you to learn another .NET language like C#.
If you're learning PHP, then you're probably also learning HTML along with it (which is not a programming language).
Hence if you want to learn a programming language for the sake of learning programming, it is wise that you go for VB.NET.

As a beginner its ok but if u wan to build your carrier as a Programmer you should need to learn C++,C# or JAVA cause these are the real programming languages.VB6 or VB.NET is only a Rapid Application Development Tool not Programming Language.All programming language is little bit difficult to understand.If you wan to understand programming better you have to be good at Math,you need to be a Analitical Thinker and most important is understanding Logic.If you like to know more about programming languages pls feel free to write me Email.My Email address: andeckh@yahoo.co.in

Visual basic is easy when your application is easy. It is, however, limiting. If you are looking for an application that can be used by multiple people or over the Internet, I would not lock yourself into the .net framework. It is also not the best language if you are trying to learn a language for professional development.
I would suggest looking at Java (the full Java, not Java Script). It will serve you better in most applications.

If you are using windows use vb.net if you are using something else like linux then use php. Learn them both. They are both pretty simple.
