Well anything you download to your computer can make it slow. Or if its the online one (non-downloaded) you may just be using bandwith(spelling might be wrong) and it takes time for it to return to normal.

Also you may just want to defrag your comp and maybe do a disk clean up.

I'm a daily neopets player and the answer is yes. Here's a joke-once I telephoned the technical/portal help (in California) and spoke to a technician called Frederico who was grumbling that HIS computer was so slow. He said it's due to all the graphics, music and special effects etc I asked him why they don't upgrade his computer and he says he has a new computer-it's unavoidable.
You don't have to give up neopets but at least a couple times a week clean your cookies, offline and online temporary internet files and your history. Always remember to clear your cache!!

if you have a fairly good connection to the internet i dont think it could be neopets since it is not a flash game, just text. if it is the games which run slowly try using a smaller size of window when opening it. chances are it is a program running simulaneously which slows the internet down =)

It shouldn't, but doing something that needs a download like Java might make it, or doing something like interacting with other people through it.
