That's one of the hazards of sand as a substrate. Keep the filter running and eventually it will settle and get filtered out. This will be a reoccuring problem for some time until all of the fine particulate matter is filtered out of the tank.

Are you running salt water or fresh water?

Either way did you wash the sand well? Changing the water often can also lead to your tank being cloudy. You are not allowing the biofilter to kick in and do its job.

Your tank has not yet cycled. Allow your tank to run on its own for a while. It should clear up without any water changes.

Test your water. What are the readings in your tank?
If you are just changing water, sometimes the sand is kicked up (and any particles left in it) which is what makes your water seem cloudy. Let it run with no water changes. It should clear in a few days. If not repost and we all can go from there.

Use a gravel vac. It should take about 2 days before the particles settle, then youll have to press down a month later, to make sure the sand particles odnt get into the middle of the water again.

This cloudy water you see is the microscopic particulates in the water dispersing because you are agitating the sand. Use a friendly fishtank vacuum hose and it will only disturb the sand enough to remove the debris and within and hour or two your tank will be back to clear. If this is a new tank or new water you could have "new tank syndrome" and you will need to do research to find out how to cure this. It's very common.

Don't use sand. If you have a freshwater tank you shouldn't put sand in there, pea gravel or glass marbles work better. Or why not bare bottomed? Its easier to keep clean. If it's salt water use crushed coral.

Let it settle. It should only take a day or two.
