Try checking the following websites:

(1) Using what's called the "most" list ot choose an essay topic: http://homeworktips.about.com/od/essaywriting/a/essay.htm

(2) A list of essay topics used for the Regents examinations in New York in 2004: http://www2.gsu.edu/~wwwrtp/topics.htm Since essays on exams meed to be short, some topics from the list may be suitable for you.

(3) You didn't say what subject requires this essay, but since you give the Industrial Revolution as an example, I am guessing that it is history or one of the social sciences. The following websites, from the NY Regents exams have links to essay questions that might help you:
* Thematic essays in world history and geography: http://regentsprep.org/Regents/core/resources/resources.cfm?Course=GLOB&TopicCode=0a
* Thematic essays in U.S. history and government: http://regentsprep.org/Regents/ushisgov/essays/index.htm

Hope these help. Good luck.

I always think it is hard to decide on a topic, but I also think it is harder to write about an assigned topic that does not interest you. Therefore, be sure to select someone, something, or someplace that interests you.
Since you mention the Industrial Revolution, I am assuming that you need to do this paper for a history class (or at least need to select an historical subject). If that is the case, why not choose to do a paper on an individual of some historical significance. If you end up choosing someone who was very significant, like George Washington or Abraham Lincoln, you can limit your paper to a certain part of their lives. For example, their early years or their homes or their jobs before being president, etc. For Washington, you could just cover his life during the Revolutionary War and for Lincoln, just his life during the Civil War. You could also select someone like John F. Kennedy and cover his time in the U.S. Navy as a P.T. boat commander. You might also consider writing about someone less well known and only discuss the part of his or her life was historically significant. For example, abolitionist, Sojourner Truth, is not all that well known, but she played an important part in the Underground Railroad that helped run-away slaves escape to freedom. You could also write about a specific battle in any of our wars, but you should avoid big ones like D-Day, the Battle of the Bulge, Battle of Gettysburg, etc. unless you can select one individual and write about his or her contributions to the specific battle.
If your paper is not for history, please re-post, and I will see if I can come up with suggestions for other subjects.
