Okay: First you need a user account. It's free, you just need a valid e-mail address. Click "register" or "sign up" or whatever it says to that effect at the top-right corner of the screen.
Once you are logged in as a user, it will give you the option to upload a video (less than 10 minutes long unless you have a special account) or record one from a webcam.
It will take a little while for the video to show up, and even longer for searches to find it. A few minutes to a few hours for it to be visible, and a few days sometimes before someone can search for it.

You create a new account, then click 'Upload Videos' in the top right hand corner. Fill in title, description and tags, click 'Continue Uploading' and browse for the video you want to upload. Then click 'Upload video' It will take from a minute to 20 minutes depending on how long it is, then will be online for everyone to enjoy! Hope this helps!
