Because, a few years ago, the Department of Labor forcasted that within 15 years, their will be a shortage of plumbers. These guys you see, are in training to lose their inner fear of a medical condition, or and more commonly known as: "Plumber's Crack Syndrome". These guys take it slow, and release their cracks to the public. At first, there are distant laughs, then snickers. The the comments get closer as people walk closer by and comment (loser, dirtbag, scumbag,etc.). After the training is complete, they get their plumbers license (complete with crack insignia) and buy their oversized pants at a thrift store. When the moment of truth arrives on the job (someone like me yells "Warning, Warning, Plumber's Crack in site! Give me a quarter or a pencil to drop in.."), they are prepared. They know how to react and defuse the situation by hiking up their pants a little.
Seriously, if you don't by that, try this. They look like idiots. My son thinks they look bad. Add the baggy oversized pants, $1000 ropes, unlaced "Tim's" (Timberland boots) and the crooked hats (when did the brim start getting mounted on the side or back of baseball hats)? These kids have no how rediculous they look. Our future looks bleek.

The reason for some guys to wear it so low is because of their bellies after a certain age drinking beer and over eating! LOL.
For the younger generation, I guess it's a fashion just like the girls! It doesn't make it sexier and prettier for everyone!.

It started in the 90's as a hip-hop fashion started by MC Hammer, who copied it from skaters - who had a reason to wear loose pants.
It really is a stupid fashion. Why would I want to see any ones nasty streaked underwear or butt crack? Plus, they limp around like idiots while they try and hold their pants up from falling down.
They are just too-cool for me.

I have heard this is a practice from prison for those low in the hierarchy, so they are easily available to those higher up.
Just a quick jerk to de-pants them. Why guys want to act like that in real world is something I don't want to think about.
Ready to bend over, guys?

It's the style. They think they look cool or "bad" or whatever else they call themselves. They have no taste in fashion and they are just imitating the gangsters 'cause you know...it's cool to dress like that. Ugh! I find it tasteless!

Bombadil is correct, it started in prison as a way to let the other cell mates know that they are available for sex.
