"Dear Kate:
Is it your preference not to hire anyone outside the city of Chicago? I only ask because I've sent my resume three years in a row, and each time I'm asked about the distance, and then receive no further correspondence. If the distance is an issue, please tell me, and I will refrain from submitting a resume in the future."

This sound like a pretty ***hole thing to say, I know. But my resume is fantastic, and I only send it to this one place every year. I probably shouldn't waste my time, right?

Well, if you send this, you've pretty much scotched your chances with this company going forward. How about a phone call to enquire about their relocation policies and ask for some feedback on your candidacy? How about specifying in your cover letter that you are willing to commute or relocate yourself?

If you still don't get a positive response after using that approach, give up and find another place (or 20) to which to send your resume.

Does "Kate" have a last name? If you want to sound formal or polite, you should write Ms. LastName.

Does your company hire employees from outside the Chicago area? I am interested in working for your company, and have sent my resume, and am wondering why I have not been contacted yet.
