They just pronounce their question marks, and ask a lot of rhetorical questions. You see what I mean, eh?

Most Canadians actually use it very infrequently. Most of what Americans think of as a "Canadian" accent are very regional, really only being found in the Ottawa Valley and adjacent areas of Eastern Ontario.

Most Canadians sound a lot more like Peter Jennings, Lorne Greene, Jim Carey, etc. Canadians all.

it's just part of their accent, kinda similar to how californians are supposed to say "like" after every sentence
