I've learned to use photoshop cs on my own. I was able to borrow a book (an old version of photoshop) to a friend and luckily i started to learn the basics. Now i'm using Photoshop CS2 and i'm telling you it's such a powerful software. Here's a simple tip, just study the tools and it's functions. After learning how to manipulate them, then you start to make your own projects such as color corrections, inserting an image and many other tricks. . . I would do a search on yahoo.com for photoshop tutorials. That's your best "free" option for learning photoshop. Another option would be to check out the help pages built into photoshop. They are VERY helpful in learning about all of the tools available and how to start. The absolute best solution would be to go to lynda.com and sign up for a monthly membership and enroll in photoshop essential training. Lynda.com is the de facto site for great learning.

I started doing it a while ago. I made some progress and make my own wallpapers now... I have some sites. A lot of them run slow, but have good tutorials.
And as someone said, lynda. I have about 3gb worth of Lynda tutorials on my computer.

Read the tutorials that come with it. Seriously, it can take a while, but they are incredibly useful.
Other than that, you'll learn a lot of tricks just through practice.
