My friends brother is a 'civil servant'. He travels a lot through his work and once when he opened his briefcase my friend saw he had 2 passports in it. When asked about it he said it was for safety reasons as part of his job.

Anyone doing foreign service for the F&CO will have two passports - their own and a diplomatic doc.

Some of the "Arab" countries won't let you in if you have an Israeli stamp in your passport or, if you do get in you will be unpopular to say the least.
Thus, if your job requires that you visit both countries the powers that be can permit you to have two. Very likely for a civil servant who travels a lot.
Unless, of course, he's a "Spook", in which case he was silly to let anyone see!

Some countries will not let you in if you have been to a particular country (I think there might be something like this with Syria) so some people have two passports, and use different ones for different countries, so they cant be refused entry on the basis of their stamps. Journalists sometimes have two passports as well. I think sometimes people have different professions listed on the different passports, to avoid trouble or if they have multiple positions

A friend had visited Isreal then needed to transit through anonther middle-eastern country, he had to get a second passport as the said country would not let him enter with an Isreali stamp in his passport
