Yes, it's Teflon. Time to get new cookware.

Consider buying a set that is not Teflon-coated. You can always buy a couple of cast iron pieces for your non-stick cooking needs. It is healthier for you and the environment.

It’s Teflon so the pots and pans need to be discarded immediately. Ingesting Teflon could cause health problems. When using your next Teflon pot or pan only use a plastic spatula, spoon etc. as plastic will not scratch the delicate Teflon surface, where as a metal cooing utensil will ruin the Teflon coating.

Since I know of no other coatings that peel off, I would say it is teflon. Discard the peeling cookware as it is not safe to eat teflon. Teflon coated pans are cheap so you should not have a problem replacing it. It was either a cheap pan to start with or you are using metal utensils in it or washing with a metal scrubber.
