Originally road tax fund was brought in just after ww2 to help repair the damaged roads created by air rade bombings.
Then the government kept charging the public to use the roads, now its just a good earner for the government, some of the revenue collected goes back to the roads the rest is probably lost in pay rises for those people who think they are better than the rest of us.

To get a tax disk, you have to insure and MOT the car, and then pay the tax over the counter.

It is therefore an at-a-glance check that the car is insured, MOT-ed and taxed.

Simple as that.

so the police and wardens can spot at a glance who has paid their tax.
With computers now, we don't really need them as cameras can scan and spot any untaxed, mot'ed or uninsured cars.
