I tried typing my bf and there was no records on him, and he's 23.

There are several places you can go for information. You'll find out about wants, warrants, criminal background, liens and lawsuits but not much else. Most of this info is public and available but most people don't have the access to the providers to get it. That's where the attached can help. Not want law enforcement can get but it'll be helpful. BTW, don't expect a credit check.

Why you feel you need to run a background check on a 23 year old guy you're already calling your boyfriend is more troubling to me.

Maybe because your boyfriend hasn't gotten into any trouble. I don't think that you should be checking out his background anyways because it's none of your business. He should tell you stuff, you shouldn't have to check up on his past. The past is the past for a reason.

Because they want you to pay for the information, only get so much access before they want money

I would think that it has something to do with "confidentiality". While it's true that the government does not honor it I would think that for us "ordinary" folks it does apply.
