You can open it with any standard text editor. However, you generally don't open torrents, you use them to download files. A torrent file is a kind of catalog of sources for where to find a particular file or files. A torrent client will read the torrent file, locate the sources that are listed in the torrent, and then download the actual file(s) from those sources. For example, if you want to download a video file using a torrent, your torrent client will contact each of the sources in the torrent file (other people using clients like yours, except they have already downloaded the file), and request a portion of the file from each of them. It downloads the pieces and reassembles them on your local machine.

I recommend Azureus (http://azureus.sourceforge.net/ ) to manage your torrent files... it's pretty easy to use and has quite a few configuration options.

Many people think that these torrents are illegal, as many are (downloading games, music, movies, etc.), but many peoples, like the Star Trek: New Voyages team have put their fan-created episodes in .torrent form to make it easier to download.
