Where i live there are these apartments that charge you according to your income. Is there a term for this?

You are probably talking about the Federal Rental Assistance Program. (RAP) Some people qualify but it's difficult. You pay about 40% of the rent, and the Federal Government pays the rest to the landlord. It is also known as "Section 8" assistance.
