The closest you can come to keeping your notebook connected everyone would be using cell phone based broadband access. The networks are not nearly as wide spread as regular cellphone networks but you will be able to find connectivity in most major cities.
The card itself for these services should cost about 50 - 150 dollars. The service, with phone contract as well usually costs 50 - 60 a month without phone contract expect to pay 60 - 90 a month. Verizon Wireless, Sprint, Cingular ( "the new at&t") all offer this service.

Any where between 30 and 80 dollars a month depending on the servicee you get and the speed you want and many times you have to buy a 100 or so dollar card to put in your laptop

Impossible to keep it connected everywhere.....but a wireless card should be sufficiant.....about $20 on Amazon

correction to the above answer.. it is NOT impossible to be connected to the internet everywhere.. however, i do not know how much it is. i'd love to know myself!
