The ISP can throttle the amount of bandwidth allotted per account. The elite accounts are allowed a larger bandwidth than the express accounts.

Elite sounds better. I really not know what you asking. Is this Dial-Up? Cable?
Dial-Up to be faster they cut down the Graphics on the Web-Page so it load faster. Pictures may not look as clear.
Cable, it maybe the speed of the connection. I not remember the numbers but there like a 100 Mb/s and then maybe 300 Mb/s this the amount of information transferred per second. So, express would be like 100 Mb/s and Elite be 300 Mb/s and you pay accordingly.
