In the US, laws vary by state.

In California, Penal Code section 285 makes incest illegal, defining incest as sex with anyone who is too closely related to be able to marry (siblings, parents, children, near cousins, etc).

The fault line in the various state incest laws usually is at the first cousin level. Some states allow marriages between first cousins, others don't.
