It's not possible to max out every skill. There's 30 skills, and to max it out, you need to invest 20 skill points, so that's 600 skill points required, and in the game, you can only get about 110 skill points (can't remember what it is, and we're assuming that you're talking about legit single player offline and closed battle.net). You can use mods to increase your skill levels to whatever you want but you can only play it on single player and open battle.net.

Anyway, with that said, with the 1.11 version, you have to become a specialist druid in order to be an efficient killing machine. I believe the most efficient killing class for a druid is a windy druid where you just concentrate on the whirlwind skills and all its synergy. Google for a druid guide.

In Diablo II, there is a level maximum of 99. Since you get no skills first level, that's a total of 98 skill points. Through quests (Den of Evil, Radament's Lair, and the first quest in Act IV) you can get four additional skill points per difficulty level. That adds up to 98+12= 110 skill points. A druid, however, has thirty skills, each going up to a maximum of twenty points. Since 30*20 = 600 > 110, you cannot max out skills.

Well some of you forgot about amulets,charms..etc So with those there is a way to get skills higher then 20 and others to 20 if you dont want to get them up. While the charms are rare/hard to come by they are grand ones that take up 3-4 spaces (havent been on diablo for a long time) and only at 1 to a certain tree or type of skill. Ammys can only add up to two so all your skills. And lets not forget about sojs but the chance you find one let alone two is rare. And those add +1 to all skills. So in total you can have

the 110 points from quests and
9-10 points from grand charms
2 from sojs(stone of jordan)
and 2 from ammy in total that is

123-124 (will not count other items that can add to skill..etc as they change alot)

So if you plan it right you can get 1-2 more skills to 20 if you want. But most people plan on getting the best skills they want to 20 then make them go over with things adding only to that tree or type of skill.

no u can not max out. the most effective way to make a diablo2 char without screwing it all up it to look at the game guide on the character you want to play and plan all your skill points out before you start the character. my best druid combo that i loved to play i actually went summoner with fire spells and it was definately fun.
