Buy a practice chanter ("PC") from a retailer that specializes in just bagpipes. Avoid ones made in Pakistan (often made of rosewood), those are more like toys that often don't tune correctly.

Expect to pay around $60-$180 for a practice chanter. There are a number of good brands out there. A plastic one ("poly") will serve you just about as well as a wood one, in fact, they are typically more durable. Given the choice, pick a long PC versus a regular PC. The long will better match the finger holes of a true pipe chanter. Don't be afraid to spend money on a good PC, you'll be using it for your entire piping career. On the other hand, buying one with silver or fancy ornamentation will not improve its usefulness.

It's always wise to consult your instructor when purchasing your PC. If you don't have an instructor, do your very best to get one.
