I second the recommendation of EditPlus as a very good basic editor.
For a more fully-featured application, try Komodo from ActiveState - http://www.activestate.com/products/komodo_ide/ - I use this extensively for various different languages, it has a built-in debugger, code completion, etc. It's not free, although there is an evaluation version.
Eclipse is supposed to be good, but I've never managed to get it to work.

First off you need a web authoring tool not an ide(intergrated devolpment environment) like eclipse ide. Eclipse uses java to devolp applets and applications. The best web authoring tool is probaly dreamweaver but it is $300 of Microsoft Expression web. The best free web autoring tool is Visual web Devolper express edition from Microsoft. It is free and all you have to register your software within a month from dowloading. the only thing missing from this awesome program is imagemap editing that is why i am going to upgrade to dreamweaver or expressions web. go to msdn.microsoft.com and select visual studio express editions and find visual web devolper.

One of the best IDE's that you can get for free is Eclipse, http://www.eclipse.org/. If you are looking for web-development only, Eclipse might have a lot of overhead, but in terms of capability, you cannot beat it.
There are a lot of free plug-ins that can be added to make Eclipse work with most development languages. The plug-ins also add a ton of useful functionality.

Macromedia Dreamweaver... You can edit code and design at the same time. I have used it to design this site (www.alasdhair.com) and found it easy to use and effective. It's also useful to have the other programs that come with it - Fireworks, Flash, ETC.
