It is not a sentient being. It does not think. It is an object that has a force acting upon it. This force propels it at the speed in which it moves.

Quantum light travels as fast as it can.
If it could go faster it would.
Light is an incident and an incident takes time to occur.
Time is a quantum entity,if you try to reduce the quantum pulse it goes out of existence.
To increase the speed of a photon of light would be trying to force to exist for a period of time that can't exist.

It doesn't "know" to travel that fast. It was not asked to travel that fast. It just travels at that constant velocity without dissusion, polarization, refraction, or reflection due to any index or median. Light itself doesn't know it's traveling in the speed of 30 million meters per second. We made the unit "meter" up and applied it to the light.
No to put you down, but this question is similar to ask "how does the moon knows to reflect lights off the sunlight - it doesn't know, it just reflects.

Very lovable. yet, did you recognize that mild travels at a speed of appoximately 186,000 MILES in step with 2nd while Sound won't be able to bypass plenty swifter that a million,000 ft in step with 2nd! it is undemanding techniques to calculate how some distance away a lightning bolt is by using counting, 'a million-a million,000... 2-a million,000... 3-a million,000..." once you notice the flash of light and until you hear the crash of thunder. upload those 2 numbers jointly and you get the area (in ft) the lightning bolt became once you observed the flash. in case you ought to not even count form to a million, meaning the lightning bolt struck something much less that one thousand ft away!! in case you controlled to count form to 60, that lightning bolt became slightly over a remarkable 10 miles away! If the sound became audible (waiting to be heard) then the sound at that area could have been over a hundred twenty five decibels loud! (Human ears can in basic terms stand up to sounds of 128 decibels for no better than 5 seconds with out going deaf!) At that time of sound, the lightning bolt might desire to have generated practically 5 gigawatts of electricity!! it is adequate potential to illuminate an entire city for an particularly couple of minutes!

Light is an electromagnetic wave. This wave equation can be derived from Maxwell's equations of electromagnetism. The term in the wave equation that determines the speed of the wave is 1/(sqr.rt.(epsilon times mu)) This comes out to exactly the speed of light that we observe.
(epsilon and mu are constants for the electric and magnetic fields)

It doesn't make up it's mind to go that fast, that's just how fast it moves. The speed of light is determined by the medium it's in, and in a vacuum, it's 3.0x10^8 m/s.

"know"? That implies conciousness in basic particle, which is not the case.
It is a property of the fabric of the universe that light travels at a certain rate between reference points.
