There aren't sparknotes or cliff notes for those books to my knowledge. I used the search engine on each site and they returned zero results. Try searching the books on yahoo search. There are many fan sites that may help you understand the book just as sparknotes or cliff notes would.
http://www.shurtugal.com/ is a very helpful Eragon website. It has book facts, chapters, a summary, excerpts, and reviews. It also has a pronunciation guide, an ancient directory, a user encyclopedia, memorable qoutes, a character's list, and many other useful things.
I'm sure Inkspell has somthing like this too. Wikipedia has a nice summary and list of character's. http://en.wikipedia.org/wiki/Inkspell

I doubt that sparknotes or cliff's notes will ever be created for Eragon or Inkspell. Sparknotes and cliff's notes are designed for more than a plot outline. There are themes and character analysis to account for, and Eragon and Inkspell aren't deep, original, and important texts, and therefore not likely candidates for sparknotes or cliff's notes.
