We knew hijacked planes could be used as missiles but it hadn't been done before.

The drill used to be to let hijackers take the plane.
JCS Shalikashvilli signed off on Joint Staff Guide 5260 in July of 1996.
on page 18 "actions if hijacked"
#1 is -remain calm, be polite and cooperate with your captors.

This JS Guide 5260 was for military people traveling or living aboad. We used to say the guide was B.S. and it was...but when this is what they tell the military, what do they tell civilians.

The actions of the U.S. were predictable, the enemy observed us, oriented themselves to what they saw, made the decision to attack, and acted on that decision.

Why they were part of the Observed unfolding cricumstances inputs.

Considering the outside information was confused and it was in conflict with the cultural traditions establish in the airlines giving the planes to the hijackers and not resist gave the results of crashing into 3 buildings.

However the rapid feedback of the decision block plus how the nation was trying to act and those passenagers on Flight 93 responded rapidly.
Given new observations and changing the oriention block causing new actions of fighting back.
