Yes, we create ozone 03 (oxygen 3) every day in emissions thru cars and other forms. The only problem is as it rises thru the atmosphere its makeup changes into something that actually damages the layer.

well, it is possible to create ozone layer!
buy, sadly it is not practical...
the pecularity of ozone is that when it is exposed to ultraviolet rays, it disintegrates int o2 and [o].
so, even if you try putting more ozone into the atmosphere, it will be gone in seconds!
the disappearance of ozone layer is acclerated by cfc's abd aerosols.
if we were careful enough in the beggining, then ozone would have been repaired by itself.
ozone in nature is created by fusion of o2 and 0o, during lightening.
so, if one wants more ozone, we should impart more lightening!
think about it...

The ozone layer is repairing itself probably because we are at a sun spot minimum.

No, it can't be created, we can only prevent it form being further damaged.
