Great question........not many people have heard of Boyd..his OODA loop or maneuver warfare......

The terrorist's are de-centralized so they have a faster OODA loop. We have to pass things up the chain of command, obey laws, and deal with politics
The terrorists operate in confusion and dis-order thrive on it and create even more of it.
" The enemy must not be able to predict your actions. If your tactics follow predictable patterns, the enemy can easily cut inside your OODA loop."

Our military has gotten away from the Wienburger/Powell doctrine of overwhelming force(firepower/attrition) warfare, and moved towards expeditionary maneuver warfare.
Look at the arguments over troop numbers for the invasion. Those who argued for higher troop levels support firepower/attrition doctrine and don't even know it, while a smaller number of highlly mobile troops comined with air, sea, spec ops, and intelligence have a faster OODA loop which collapsed the Taliban regime in 4 weeks and the Baath regime in 19 days.

So, the use of maneuver warfare and the OODA loop is perfect for collapsing regimes quicklly. The big question becomes, once the regime is collapsed, how do we destroy these decentralized terror cells/networks.

Intelligence beomes key, our intelligence operators must be able to call in spec ops, air strikes, and various size MAGTF's as soon as they get actionable intelligence. So once a regime falls and the " USMC small wars manual of 1940" kicks in, there needs to be a seperate military componet working in conjunction with intelligence to destroy terrorists.

So once a regime is collapsed, we need the forces to do the duties in the small wars manual, and put down insurgencies, at the same time we need forces that can respond to actionable intelligence, by using maneuver, but mostlly fire power and attrition to reduce/destroy enemy terrorists.

I think intelligence is key in using the OODA loop to fight terrorism. Intelligence can provide the Observation, Orientation, and Decision, but other forces need to be in on the action, unless the enemy can be destroyed with preadator drones armed with hellfire missiles.
