Short answer yes.

The articles were proving to be an ineffective and weak form of government. It was hard to get things done because there had to be a consensus amoung the states with differing interests.

The U.S. Constitution has several reasons for being written. Most of all the states need more assurances that they controlled there own, and that the Federal government would not trample on states rights. This was part of the problems with the articles, ineffective and hard to control, because each state had what it wanted over the country.
This in it self was maybe the best all reasons for having the group of men, (most were in their 30s) to think of a better way to govern the peoples well being with out effecting the states.
I think they came up with a great way of controlling the federal portion of the states government, with out effecting the states rights. Now 200 years later the states have less rights, and the federal has more, but they still balance out and work well together.
No other country has accomplished what those young men did from scratch, and even with a model no country has improved it.
