Extras must keep absolutely quiet during the shot. The first thing the director does after a shot is ask his sound man if the background is "clean". No noise. If there are tables in the shot, they will have a cloth to deaden the sound of glasses being put down. If background noise is called for, usually the words are "peas and carrots, peas and carrots". Try it with your friends.

You know...I've often wondered that too. In scenes where extras have to continue to talk (because the scene is long) I feel like I would run out of things to say. I've heard, the repeat the same lines over and over.

my friend was an extra in eastenders once and he just talked about football and music to the other extras, he said you can talk about anything you wanted to, but was not allowed to swear in case the lip readers noticed it.

Usually they aren't saying anything. For the most part they have to be silent and mouth their conversations.

Coz when u are on set u have to be quiet so that the actors can be heard
