I have a 95 neon. The problem started when I crossed the jumper cables in the dark when charging my discharged battery. None of the relays or fuses seem to have blown. I want to know if this wire is simply a plug or if i have to have it rewired.

Although those answers listed above are wonderfull answers, they are incorrect.

There is NO wire from your starter to your engine block. The starter is bolted to the engine block which is therefor in direct contact with it. No cable required.

That being said, there may be a wire from your alternator output terminal to the starters power input main wire that may have blown.

Expect to have to replace your alternator as well as that wire.
More than likely, you fried the rectifiers in your alternator too.

If it goes to the block it should be an earth/ground cable. While ground cables are not as dangerous as live cables, they are equally important. You might want to insulate it against corrosion, water and rust. I will suggest you get an expert advise, lest you loose your car and potentially your life in the event of it catching fire or something.

Usually the positive battery cable has a fusible link which will burn out in case of a short, check this first.

did that once myself on a Saab...its a fusible ground that fries to protect the rest of the system when somebody does that. The car should run without it, but I'd replace it.
