The bigger the city, the more expensive it is in Japan. However, if you know where to look than you can just shut out the first sentence from your mind. For example, a stone's throw from the Ginza, downtown Tokyo, the most expensive real estate on the planet, there can be had the very best deals in the latest of electronic equipment.

Japanese cities go through a grading system depending on it's size and its role in the overall GNP that it offers the country. For everyday consumer products, the smaller cities will be cheaper.

Well, basically the center of Japan is Tokyo. And Tokyo is the most expensive place in Japan. As you move away from Tokyo, the less expensive things become. That is the general rule. But the exception to the rule is that when you hit big cities, it get expensive again. So basically this rule only sort of works for real estate.

But basically, if you want the cheapest area in Japan, you would go far south like down to southern Kyushu, or way up north like Hokkaido and Aomori. But for shopping, brand goods are generally run on a standardizing system which keeps prices pretty uniform all through the country.

Hope that helps.

You have to look around. If you just go into the big shops, the prices are going to seem high, but once you get to know an area you can find cheap shops.

I think Osaka could be a good choice- I stayed in the Shinimamiya area in 2002 at 2000 yen a night, that's about a tenner. If you base yourself there, you aren't far from Kyoto or Nara, very historical cities, and I think Osaka has its own charm too...
