Think of it as a happy face. It's telling you the writer is happy about something, or joking. In the latest Word software, it actually shows a little happy face when you type in :) Some people also may type in sad face :( --in fact there is a whole set of symbols people have developed. But the happy face is most common.

It's a smiley face showing that the person who sent it is happy or amused. You create one by using a colon and bracket. You can do one winking with a semi-colon and bracket ;) or you can show your displeasure with the colon and other bracket :(
