They wear them because it pleases God. Singing, dancing, playing musical instruments, and chanting are all pleasing to God. When a person is situated in God Consciousness, they do things for the pleasure of God, and so they themselves receive pleasure. The sound of the bells is a constant reminder of God, even when they are just walking to the store, or doing other mundane activities. It is a way to keep the mind focused on the spiritual, instead of the material.

Coming from a multi-racial country, I know that it is part of their culture. As other nationalitis put on 'make ups' or fancy dressess, Indians also have their own way of dressing up or beautifying themselves. It's amusing living with them. Every culture is interesting. Just like my own national custume - there are also fancy items that go with it. And that's part of my culture. There must be some pleasure and amusement wearing those anklet with bells, etc.
