i know what you mean. i used to be uncut, and when flacid, my penis was super tiny. we're what's known as "growers, not showers". some guys (especially cut ones) don't grow much; they just get hard. others hang small when flacid and really spring out and up. it's just genetics.

Don't worry about offending anyone! You have nothing to worry about - lots of men 's penises look small when flaccid, but are average size when erect. On the other hand, big flaccid penises don't get much bigger when erect, so if you see someone in the locker room with an impressive looking 5" flaccid penis, the chances are it's also 5" when it's erect. Hope this helps.

Depending on your age, you've probably got some more growing to do. I think your penis usually continues to grow until your late teens or early 20s. I'm sure you'll get bigger as you get a little older. Most women will be happy as long as your not super small and 5-6" is the average.

if is uncut I think it would be smaller if you were circumcised. their is a proceedure that they cut a ligiment or a tendon inside of you (i think it is on top) that accually hold alot of your penis inside, this adds an inch or two to your size. consult you doctor! don't worry about it though! how old are you? it might still grow some.

Your fine, most men who are uncircumsized are like that, its just cause you got some extra skin there. Ask your doctor abt it and get some advice.
