I don't think it matters. If you are a true uniter and that's your real cause you should be able to work with both. Just my thought.

The people at the top IMHO would be a better approach because they have the money and the power to work with your desire. Conversely, the people at the bottom would be more likely to follow your cause. If you are good at persuading, stay at the top and work your way down. If you don't have that skill, start on the bottom.

I'd say start with the top, who are the more educated and more persuasive, and then when they believe in your cause (or see something in it for themselves) let them convince the more uneducated people.
