Under very stressful situations like extreme sadness or anger...emothins get the best of us. for example ...hysterical crying aur screaming at the top of ur lungs.
When a person is over reacting ...or is behaving in a socially unacceptable way ...." get a hold of urself" means to compose urself and to behave properly. and not to create a scene.

Get a hold of youself, is pretty much just a nice way of saying, chill out, cool off, stop acting like you are at that very moment.

In this case it looks like it means you're not completely ready to be in the relationship. He wants you to be, and he's willing to be with you, but he feels that you aren't fully letting yourself go and be in that relationship. It's hard to explain without that phrase 'hold yourself back', because that's normally how people would explain it. He wants you to let go of being afraid of commitment or relationships, and be completely in love with him with no worries. :)
