a friendly greeting should do and a comment that requires an answer. you never know the other person could also be unsure of what to say.

Just say HI, I have seen you around, don't remember where. Ask him where he goes to school, or If he works, ask him what field is he in. You can also offer info about yourself during the conversation. The rest is up to fate. Good Luck.
Just remember be casual, do not look intense. Be relaxed. When you say goodbye, you can say I really enjoyed the conversation, see you around, or hope to see you around.
You don't have to use the exact words, just be yourself. But I hope I have given you some ideas.
