My understanding from my exhusband who was in commi-Poland growing up, he said the economy was decent because everyone was paid the same, everyone had a job even given to them by the government, taxes we all the same, on the other hand, people were controlled with their imports, no bubble gum, jeans, rock music...ect...so some people would leave to Twain on a business trip go see a movie and record it for their families back home..underground sold the recorded material, same as music and everything else that was controlled by the government. That's where the black market came into play.

In any planned economy, the black market is the free market.
