WWE created the character Eugene because there wasn't a REAL babyface or to say an extreme hidden power guy in existence anymore after (1) Doink and (2) The Hurricane went out of business.
So they needed a Joker who could put up a power display on occasions, Eugene is also real popular with the crowd due to his eternal babyface attitude, and also Eugene is also always helpful in getting a heel wrestler/performer some quick heat. Notice how he always gets beaten/tortured?
He is also very helpful in putting a fan favorite face wrestler over with the crowd, such as when Hulk Hogan saved Eugene from getting beaten down by Daivari and Muhammad Hassan, that added to Hulk Hogan's... say... list of achievements? and also it added to Hogan's fan favorite image much more.
So yeah Eugene is like... a multi utility babyface wrestler.

to entertain people of course. i really think this is a bad move on vince's part. everytime i see eugene playing stupid, it upsets the hell out of me like listening to a paris hilton song.

yeah. his character really would'nt have worked long term. I heard he had a gimmick where he was Mr.Wrestling or something and he is actually a really good wrestler. WWE Creative is just, y'know stupid.
