it means the car or driver or both suck

It means one of the drivers erred. When up shifting, if one goes from first to third, he missed second, and will rapidly lose power and speed.
If one down shifts and misses a gear, say from third to first, he may over-rev the engine and could ruin it by bending valve stems or doing other damage.
